Pascoal Andrade is a cybersecurity, technology and risk leader with 30 years of experience across banking, insurance, financial services and media. His career has evolved from hands-on technology leadership to enterprise cybersecurity, cyber defense, IT risk, regulatory compliance and CISO leadership.
Having designed, built and managed Security Operations Centers across Insurance, Banking and Broking, Pascoal has lived the operational realities of SOCs — from people and technology to detection, response, governance and demonstrating effectiveness to business leadership.
His experience spans building, operating, improving and transforming SOC capabilities, including organization-wide SOC and incident response, as well as working with Managed SOC Services in BFSI environments. He has evolved SOC operations from traditional monitoring models towards proactive, threat-intelligence-driven and AI-enabled security operations aligned to MITRE ATT&CK.
Having worked across both in-house and managed SOC models, he understands the practical challenge of ensuring that a SOC — regardless of who operates it — delivers the detection, response, threat intelligence, operational effectiveness and assurance expected by the organization.
As a CISO and senior cybersecurity leader, Pascoal has seen that having the right people, technologies, processes and dashboards does not necessarily mean having a SOC that can be trusted when it matters most.
That experience led to the creation of Manzil Governance Partners and its proprietary MANZIL SOC‑GMA™ — SOC Governance, Maturity & Assurance Framework.
Today, Pascoal focuses on helping CISOs and financial institutions strengthen their security governance and SOC capabilities, moving beyond SOC assumption to SOC confidence through measurable governance, maturity and assurance.
Building Measurable Confidence in SOC.
